Punjab Govt, Finance Department has issued the revised notification of Ph.D/D.Sc and M.Phil Allowance. Notification No. FD.SR-I/9-21/2011 dated 1st April 2013 is issued that clearly stats that this Allowance will now be admissible to all the Govt Employees across the board under the administrative control of Govt of the Punjab subject to the condition that they acquire the M.Phil Degree from the recognized universities of Higher Education Commission with immediate effect.
This Notification is the continuation of the earlier notifications issued by the Punjab Govt vide No. FD.SR-I/10-85 dated 14th September 1991 and 19th September 2009 in connection with the admissibility of Special Allowance @ 50% of Ph.D Allowance per month.
Before this a notification in this regard was issued but the same notification was only to particulars employees but after the issuance of this notification all the Punjab Govt Servants can get the same Allowance of M.Phil that is 50% of the Ph.D Allowance. it will be clear by your department whether it will sanction the sail allowance or not.
But on the other hand notification said this allowance is “across the board ” so it is applied to all the employees whether they are regular or contractual.By the way in which department u r working????
please provide the salary slip of any contract employee as a proof, the authorities say it is for regular employees.

higher qualification allowance depends on basic required education for the job. if it was masters then you should be awarder with allowance.

look at the notice once more, the phara ” Across the Board” means for all categories, and ther is no distinction either employees are parmanent or on contract. so its very clear n should be admissible to all the employees weather they r permanent or contractual
