Copy of IHC Decision-20% Special Allowance to All the Federal Govt Employees

Islamabad High Court (IHC) on 18-06-2013 has made a decision to grant 20% Special Allowance to all the Federal Govt Employees. Earlier in March 2013, Ex-PM Raja Pervez Asharf had announced 20% Special Allowance to the Secretariat and Ministries and Divisions Employees and the Employees of Attached Departments, Semi Govt and Corporations were deprived of this allowance.

This allowance will be granted wef 1st march 2013 as the Employees of Ministries & Divisions are availing the same since 1st March 2013.

The judgment says that “ The Grant of Special Allowance @ 20% to the employees working in the Federal Ministries/Divisions and withholding of the same from Federal Govt employees of other Secretariat, Departments and Statutory Bodies where Govt Scale are applicable is discriminatory  in nature as such offensive to the constitutionally granted rights of these employees. All the Federal Govt Employees are therefore held entitled to Special Allowance @ 20% with effect from the employees working in the Federal Ministries/Divisions have been allowed.”

        Secretary Finance will get Stay Order from the court before 09th October and the matter will linger on to June 2014. the Govt. will accept court decision few days before the budget of 2014-15 and hence will not announce any increase in salaries.

        Secrtary Finance Dr. Waqar ko court me 9 september ko talab kr lia hai toheen e adalat ki hearing k silsaly me. Dua karen ho jae Govt ne electricity rate 75% Increase kr diye hen aur petrol Rs.4/ltr and pay ni barhati isi ratio say to poverty kam ho gi ya increase ho gi.

    My father retired in Dec 2002. 35% was commuted and 65% was given(calculated pension).As i heard now a days 25% is commuted so a case was registered about retrieval of that 10% please guide about that.Secondly it was heard that another case was about the persons who have served for more than 30 years should be paid 2% per year for all years above the 30 years(in my father’s case 35 years).Looking forward for your reply.Regards.

    As it has been confirmed that Fin Regulation Wing has filed the petition against the Isb high court decision in Supreme Court of Pak for review but it is not yet confirmed that when the proper hearings will be done against this case. How much more time will it take in verdict announcing.

    i have contacted regulation wing of the finance division about the latest update on 20% raise in salary of employees of the attached departments as well. They have stated that Ministry of Finance has filed an appeal in the Supreme Court of Pakistan against the said decision.

      Dear Naqvi I think if so then u r also eligible for the same allowance. But there is some confusion about the Govt Pay Scales and Govt Special Pay Scales. If it is same then you can get this.

    That is just Islamabad High Court passed Order but Finance division did not approved / permitted to implement the above order as stated in Order.

    Madam 15 march 2013 ko aik letter ministry of finance ny issue kia jis mey late office sitting karny waloo k ley conveyance charges upgrade key hey. Ye letter phley kabhi bhi hamey department mey GHQ ki taraf sy nahi behja gey. Or abhi bhi nahi aya hey.kia ye letter tamam departments k ley nahi hey agar hey to copy keu nahi behjty hey.         We are working in University Of Engineering and Technology, Lahore (Autonomous body working under Punjab Government). Are we eligible for this 20 % Special Allowance? I mean Government Servants under Punjab Government are also eligible for this allowance or not. Is there any notification from Punjab Government?

        Shumaila Sahiba Main Aik GOvt. Servant hun Pak Post may meri pay 01-12-1997 ko maximum BP-7 pe 2695 pe thi. Mujhe 03-11-1998 ko selection grade BPS-9 may promote kia gaya. Mujhe pre-mature incriment lagaya gaya tha magar saalana incr. nahi dia gaya tha. Is k mutabiq us waqt option bhi dia gaya tha k meri tankhaw pehle Moveover BPs-8 may fix kia jaye is k baad mujhe selection grade Bps-9 dia jaye. Magar mujhe saalana incr. nahi dia gaya.     Dear, I’m the employee of an Organisation which is an attached department of Federal Govt , comes under the Ministry of Defence.. Employees over here are over due for promotion as since its creation the employee who was appointed as UDC is still at the same Cadre i.e. still UDC till to date since 23 years. That is approximately same for the all the lower posts too. There are approx 08 clerks and the Organisation’ authorities always say that there is no sanction bullet in Asst, Asst Incharge or Superintendent so we cannot promote u people. Is this justified. Please do guide us.
    While recruiting different categories criteria for quotas are not fulfilled. Women quota is not fulfilled to whom should we complain. Kindly do favour for us and guide us the way out.

    When u r going to tell us about the happy news of implementation of this order as this will only increase our some salaries… 10% announced by the government only covered our income tax which will be recovered from us…….would u believe that after budget my income tax will be deducted at Rs 2100/- PM (Approx),,, whereas increase is Rs 2560/- only…… Hai na nice joke of Govt…..?

      I dont think so… inhon ny to salary 10% bi ahtjaj karny par di hia… yah allnce kidhar daity hian… bhool jao… yahan supreme court k orders nahi many jaty.. high court to door ki bat… jo salary mil rahi hia.. shukar karo.. nashukri ALLAH ko pasand nahi.
