Govt of Pakistan Finance Division Regulation Wing has issued Notification No. F.No.11 (4) R-2/2013-1427 dated 22nd October 2013 regarding the clarification about the Premature Increment on Upgradation. The queries arisen by various Departments/Divisions/Departments/Organizations etc were examined in connection with the premature increment on upgradation. The clarification of the same is as under:

The post of Private Secretary has not been upgraded rather they have been granted time scale on completion of prescribed length of service, therefore they have not been allowed premature increment. |

But after upgradations of assistants from BS 14 to BS 16 in 2016, she and i are now drawing same basic pay..
The question is that wasn’t i entitled to a premature increment???

Dear Madam, i am employee of PESCO, i am upgraded BPS-07 to BPS-09 on 09-09-2006, the pay fixed on 09-09-2006 is as under;
Pay prior to up-gradation in BPS-07 ( 2555-140-6755) is Rs.6615/-
Pay fixed in BPS-09 (2770-165-7720) is ……………………..Rs.6730/-
difference between the pay on BPS-07 and BPS-09 is Rs.115/- which is less then the increment of BPS-09. the premature increment was not granted. the annual increment 01-12-2006 also not granted to me.

R/Madam. Please clarify that weather I am entitle for premature increment or not. I was serving as lab assistant BPS07 (runnig basic pay Rs.18910) and applied through proper channel for junior clerk BPS11(initial basic pay Rs.10510) post and appointed as junior clerk BPS11. I was granted selection grade from BPS-14 to BPS15 ( Junior School Teacher)in september 2001. I was granted premature increament but annual increament in december 2001 was not allowed . Even though I can take exercise for option for refixation.
