Request for Upgradation of Junior Clerks/Senior Clerks/Assistants/Superintendents in Punjab

Chief Minister Office Punjab has submitted letter No. STO/SSCM/CMO/15/OT-46/060998 dated 17-04-2015 in connection with Request for Upgradation of Junior Clerks/Senior Clerks/Assistants/Superintendents in Punjab on the analogy of Private Secretaries/Pas/SSSs and Stenographers as has been granted in other provinces.

According to this letter, on presentation of enclosed application by Mr. Rana Nisar Ahmad, Punjab Civil Secretariat Employees Association Lahore,on the above sited subject, Chief Minster has been pleased to desire that the same may also be examined and a summary may be submitted to this office for his information/orders within ten days.

    Plz think about lower division clerk staff how we expend life in total salary 15500/- tell me medum when suggest budget you increase % from 1 to 15 and 17 to 22 leave this formula and take this grade 1 to 11 and 12 to 16 and 17 to 22 separate % plz take this formula

  3. Mam, in the Year 2007 Stenographer were enjoying BPS-12, while Assistants were enjoying BPS-11. Similarly, LDCs and UDCs were in BPS-5 & 7 respectively. Mr. Shoukat Aziz Learned Ex-Prime Minister upgraded the posts of Junior Clerks, Senior Clerk and Assistants from BPS-5 to 7, BPS-7 to 9, BPS-11 to 14 respectively. While the Stenographers were not upgraded and remained in BPS-12. Later on, Stenographers were upgraded from BPS-12 to BPS-14 by the order of the sitting Hon’ble C.M Punjab. Now, it has come in to notice that the posts of Assistants, Senior Clerks & Junior Clerks are again being upgraded from BPS-14 to 16, BPS-9 to 14 & BPS-7 to BPS-11. Question is that whether the Stenographers are not entitled for second time upgradation from BPS-14 to BPS-16 just like as Clerical Staff are going to take benefit second time? Is it not a discrimination?

  4. Mam, Presently, I am working as Stenographer in Anti-Corruption Establishment, Bahawalpur Region. I was inducted as J/C in Punjab Police Bahawalpur Range on regular basis on 26.06.2003. Later on, in the Year 2004 on the issuance of advertisement by the Head of Department i.e. DG ACE Punjab regarding recruitment of ministerial posts at Regional Level, I applied for the post of Stenographer in Anti-Corruption Establishment Bahawalpur Region, Bahawalpur against 09 posts of Stenographers through proper channel and only 01 person i.e. I was selected/appointed. Subsequently, I joined my new posting as Stenographer in ACE on 18.12.2004 after relieving from the Punjab Police Bahawalpur. After that new advertisement was issued by the HQ’r DG Office ACE Punjab for the recruitment of Stenographers and the applications were invited to be submitted at HQ. The selection was made at the HQ’r and the qualified candidates were selected and ordered to be posted on 30.12.2004 in their respective Regions and accordingly they assumed their postings in different dates. All the contractual employees were regularized by the order of Hon’ble CM Punjab in the Year 2009. Now, the issue is that the seniority of the Stenographers will how be prepared either on the base of date of joining of initial contract or on the base of date of birth/age-wise? On the other hand, the seniority of the J/Cs of Anti-Corruption Establishment Bahawalpur, Multan & D.G Khan was prepared on the basis of their initial date of contract and three JCs were promoted to the cadre of S/Clerks, in which one Officer of S&GAD and one Officer of HQ’r DG Office ACE Punjab Lahore were the member of Promotion Committee. Now, the discrimination is that the seniority of Stenographers is being going to be maintained on the basis of date of birth/age. Now, what will the position because in the same department, the Junior Clerks of the above mentioned Regions have been promoted and their seniority was maintained on the basis of date of joining of their initial contract, on the other hand, the seniority of Stenographers in the same department is being going to be maintained on the basis of date of birth/age. While, on this issue, the HQ’r DG Office ACE Punjab sought guidelines from the S&GAD Regulation Wing regarding fixation of seniority either on the basis of date of joining or date of birth/age, upon which it was opined that the person selected earlier shall rank senior to the person selected later on. I shall be thankful for your quick response.

  6. hamari govt par jo itna fariq rakhti hay kpk main pachlay sal say junior clerk 11 scale main hay aur punjab main abi 11 ho gia hay aur balochistan walay bhi case kar kay bathay howy hain aur federal govt employees abi tak 11 scale say mehroom hain is mulk main bagair bolay insaf nahi milta jab tak ap larain na aur medical treatment aur dental treatment to milti he nahi hay jab kay foj main sab fojion ko ful medical treatment with family parents milti hay aur hamain 1500 par month medical milta hay kabi kasi nay dekah hay 1500 main medical hota hya khuda ka wasta medical kay kam say kam allowance 10000 per month kia jay

    madam please tell of about up-gradation of clerical staff in federal departments, if u do have any information, as u know that KPK and Baluchistan government both have up-graded the posts of clerical staff and government of punjab is doing it in 2 weeks.

Salam mam once again bad news y sb jo upgradation related araha hy news main sb khabron ki had tk hy lattest y hay k apca ki tmam unions b ab thak kr har man chuki hain k y un k bs ki bt ni y govt agr khud kch day tu thik wrna milny wala kch ni aur ab koi strik ni ho gi so no upgradation and in budget only 5% to 10% pay will increas.

    Please clarify the word (Assistant), because in said proposed summary only word assistant has been used, if we observed Punjab government all departments, there are many other posts having same BPS and name i.e. Assistant Accounts, Statistical Assistant, Audit Assistant, auditors etc. all these categories also working in BPS -14.

    Please clarify in the word Assistant all these categories will consider or not….?

  18. mam salam acording to relieable source there are no chance of revised payscales and niether of upgradation y sub time gaining tha aur y letter bhi fake hay jo kay post kia gaya tha 17-04-2015 request of upgradition of clerikal staff only 10% baisic pay adhoc milay ga in coming budget so congratulate to all my beloved employes is liay ziada umeedain na lagain aur baki apca wala sb drama hy wo govt ki b teem hay sirf khabron ki had tak na kbi muzakrat hun gay na kamiab

  22. Congratulations all the clerical staff. Summary has been approved by the CM punjab. He will announce on 1st May, 2015. i have confirmed it through some very reliable source. once again congrats to all clerical staff.

  25. thnx madam, on ur this opinion/guess/calculation abt pension, it means pension should b equal to basic of a retired employee OR we can say pension may b equal to basic of a retire employee,
    mostly i hv listend frm so many persons & their views/comments are totaly different, they says half of basic pay a retired employee shall get after retirement, means if u retired on basic 30000 then u shall get 15000, if 20000 u shall get 10000

  27. Venerable ma’m some employees have been allotted Motor cycle with the orders that no POL and no repair and maintenance charges will be paid by office, whether Conveyance Allowance should be deducted from their monthly salary.

  29. madam ap bat smj nhe rhi ho, ye saari requirements mene ak misal ki tor pe apko likh k send ki hen qk ye requirements ap ne send karne ko kaha tha lekn us k bawajod ap ne pension ka nhe bataya ap jwb dete dete sawal kr jati ho, mene ap se very simple itna pocha he k pension apne basic pe hoti he lekn ap sirf itna batao ak employee 20000 basic pe retire hota he to uski pension per month kitni banegi?
    poora hafta lag gya he lekn ap itne easy simple sawal ka b jwb nhe de rhi ho
    bas ab ap jwb de dena, ya agr koi formula ho to wo batao, plzzzzzzz, reply aisa karo taake employee satisfy hojae, aisa jwb na dena k kahin phr se apka jwb mere lye sawal na ban jae

    1. Dear Arsalan sirf basic pay say pension maaaloom nahin hoti, Is main age, total service etc bhi shamil hotay hain. Pension basic pay per banti hay. AOur 20,000/- basic per estimated 19,000 ya 20,000 pension ban sakti hay.

  33. madam jab ak govt servant retire hota he to use pension uski basic pe milti he ya uski net salary pe, agr basic pe milti he to uska kya formula he, means if a govt servant retire frm service and his basic is 20000/= then how much pay he gets for pension per month?
