Chief Minister Sindh has approved the Summary Upgradation Pay Scales Police Inspectors & Sub Inspectors on 26-01-2018. Derail is as under:

I Para 138 of the Judgment passed by Supreme Court of Pakistan is Civil Review Petting No.193/2013 etc. Supreme Court has discouraged up-gradation of posts to benefit persons. In order to justify the up-gradation, the Government is required to establish that the department needs re-structuring, reform to meet the exigency of service in public interest. In the absence of these pre-condition up-gradation is not permissible.

In the instant case, the proposal of Cooperation Department lacks justification Finance Department has already has already offered its comments at para-18 and 19 of the summary and the same are endorsed herewith.

The Honorable Chief Minister Sindh may like to approve Para-19 accordingly.

Considering the facts explained in the preceding paras, it is proposed that all the posts of sub-inspectors and inspectors of Cooperative department may be upgraded across-the-board from BS-09 to BS-11 to BS-16 respectively of this Department in line in the facts, precedents and the Apex Court judgment in the public interest, pleased.
