Government of Pakistan, Ministry of Housing and Works has issued Notification on 25-06-2018 in connection with Enhancement Rental Ceiling 2018 at Specified Stations i.e Islamabad, Rawalpindi, Lahore, Quetta, Karachi & Peshawar. Summary is as under:
The Federal Government is pleased to enhance rental ceiling hiring of residential accommodation in Federal Ministries/Divisions/Attached Department/Subordinate Offices at Islamabad, Rawalpindi, Karachi, Lahore, Quetta and Peshawar as under w.e.f. 01-07-2018.

Kindly clear the ambiguity. HRA as per BPS will be deducted from salary or not, after getting the rental ceiling.
Dear HRA is not eligible for those who get hiring.
