Government of the Punjab, Services & General Administration Department (Regulation Wing) has issued Notification on 25-03-2019 in connection with Clarification Regarding Prescribed Qualification for the Promotion of Junior Clerk under Quota 20% (BPS-01 to BPS-04). Detail is as under:

Reference your letter No. SO(A-II)9-11/2018 dated 06.03.2019 on the subject noted above.

2.   The Regulation Wing, S&GAD has examined the matter and it is observed that under the service rules titled “the Punjab Agriculture Department (Extension Wing) (Provincial) Miscellaneous Posts Service Rules, 2006”, the 20% posts of Junior Clerks shall be filled by promotion from amongst employees in BS-1 to  BS-4 in the respective functional unit having prescribed qualification.

3.   In view of the above, since the prescribed qualification for the post of Junior Clerk is “Higher Secondary School Certificate (second division) form a recognized Board”. Hence, 20% post which have to be filled amongst the employees f BS-1 to BS-4 needs to be filled on the basis of qualification meant for initial recruitment for the post in question i.e, “Higher Secondary School Certificate (second division) from a recognized Board.”
