Government of the Punjab, Services & General Administration Department (regulation Wing) has issued Notification on 29-10-2019 in connection with Appointments under Rule 17-A on Regular Basis Instead of Contract Basis. Detail is as under:
Detail of Appointments under Rule 17-A on Regular Basis Instead of Contract
In case of a civil servant who dies while in service or is declared invalidated / incapacitated for further service, one of his unemployed children or widow / wife is to be employed under Rule 17-A of the Punjab Civil Servants (Appointment & Conditions of Service) Rules, 1974, which enunciates as under:-
“(i) Given 10 additional marks in the aggregate by the Punjab Public Service Commission or by the relevant Selection Board or Committee provided he/she qualifies in the test / examination and / or interview for posts in BS-06 and above.
(ii) Provided a job against posts in BS-01 to BS-11 in the department / office in which the deceased government servant was working, without observance of formalities prescribed under the rules / procedure, provided such child or the widow / wife or otherwise eligible for the post.”
Regular Appointment
- The issue regarding admissibility of benefit of job under Rule 17-A of the rules ibid on regular basis remained under litigation in courts of law. The Hon’ble Lahore High Courts, Lahore while allowing Writ Petition No. 51484/2019, has directed the Government as under:-
“To regularize the services of all the employees who were appointed granting the benefit of Rule 17-A of the Punjab Civil Servants (Appointed & Conditions of Service) Rules, 1974, forthwith irrespective, whether they have completed three / four years’ service or not as their contract employment after 2009 was unlawful obviously, they had to be appointed on regular basis. It is also directed that in future, all the appointments under Rule 17-A ibid shall be made on regular basis.
- Accordingly, the Chief Minister, Punjab has been pleased to approve that the order of hon’ble Lahore High Court, Lahore dated 20.09.2019 may be implemented and a circular letter in this regard may be issued to all concerned for compliance.
- The above instructions may kindly be implemented in letter & Spirit.

According to the directions given by the Honorable Lahore High court, the services of officials appointed under 17-A rules to be regularized forthwith but the orders do not depict whether the officials to be regularized from the date of issuance of these orders or from the date of first appointment?

According to my knowledge Job under 17-A is not the same as Pension.

Pls guide if someone have 3rd division in FA but at the time of hiring but he have higher degree as BA MBA MA in 2nd then… what ‘ll be do…. department… considered his/her higher degree against clerk under 17-A?

my date of appointment is 20-05-2013 on 17-A, after serving 5 years on contract my services has been regularized w.e.f 20-07-2018,
after notification of 29-10-2019 can i apply for regularization w.e.f 20-05-2013 date of joining

You should appeal to ur higher authorities alongwith all the proofs available at my website.
Sir I was appointed under 17-A on 16-7- 2016, my officer saying that we will order your regularisation on 1-1-2020, kindly tell me either I will be regularise on 1-1-2020 or from 16-07-2016
If you are a Punjab Govt employee then u ll be regularized with effect from 16-07-2016.
