Clarification Age Limit, Widower Jobs and Category B Medical Grounds under 17-A

Government of the Punjab, Services & General Administration Department (Regulation Wing) has issued a Notification on 03-03-2021 in connection with Clarification Age Limit, Widower Jobs, and Category B Medical Grounds under 17-A. The details are as under:

  1. The matter has been examined in the Regulation Wing, S&GAD and point-wise reply in annotated form is as under:-

The benefit of Rule 17-A under Category ‘B’

 

Sr.No. Point of Advice Reply of Regulations Wing, S&GAD
i) Para No. 2 of the Regulations Wing, S&GAD letter dated 1.2.2019 states that “the civil servants retired on medical grounds in category “A” or “B” are entitled to get the benefit of Appointment under Rule 17-A of the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974. Whereas vide clarification dated 24.11.2020 to the Deputy Commissioner, Toba Tek Sindh Regulations Wing S&GAD is of the view that the Benefit of you cannot be extended to the child/wife of an incapacitated civil servant retired on medical grounds in category “B”. The invitation/incapacitation from government service in category “B” does not fall in the type of permanent incapacitation, hence, the benefit of Rule 17-A cannot be extended to the legal heirs of the government servant who invalidated in category “B”

 

Age Limit Under Rule 17-A

 

A female teacher died on 12.9.1982 and the concerned department (District Education Authority) issued the appointment orders in respect of the married daughter of the deceased teacher on 09.10.2020 (after the closing of 38 years) whose age at this time is 40 years and she was at the age of 01 years when her mother died. No time limit has been prescribed under Rule 17-A of the Punjab Civil Servants  (Appointment and Conditions of Service) Rules, 1974 for availing the benefit of the job. Furthermore, 15 years age reservation is permission in case of appointment under Rule 17-A as per Rule 3(viii) and 3(iv) of the Punjab Civil Servants Recruitment (Relaxation of Upper age limit) Rules, 1976.

Appointment to the Widower

 

In Another case a female incompetent died in service after rending 4 years of regular service and the department issued appointment orders to the widower, The question arises that as to whether the benefit of a job be granted to a widower or not. No provision available for appointment of widower under Rule 17-A.

      1. any update about this issue. According to law it is correct? because according to invalidation certificate B category means Completely and permanently incapacitated from further services What should we do??

  3. Kindly may it clarify that a son of Deceased Govt. Servant who died in service (after attaining more than 20-Years service) in Govt. of Punjab is eligible for appointment under Rule 17-A if the son belongs to other province i.e. KPK (All Testimonials are of other province i.e. KPK).

    Your kind reply will enable to appoint a YATEEM son and Allah will reward you please.
