The Clarification Payment of Allowances during Leaves including casual and earned leave is being published for the info of employees. These instructions are mostly for the medical-related staff Doctors and Nursing Staff etc. Before this, I have explained the rules for Payment of Full Allowances during Leave on Half Pay for employees of Govt sector. I shall explain here the details step by step.
Payment of Allowances during Leaves
First of all, I shall explain the deduction of allowances for the Nursing Cadre during leaves.
Allowance Deduction during Maternity, Sick, and Casual Leave for Nursing Cadre
The government of the Punjab Health Department (Nursing Wing) has issued a Policy Decision on 15-03-2021 in connection with No Allowance Deduction during Maternity, Sick and Casual Leave for Nursing Cadre.
I am directed to refer to the subject noted above and to state that it has been decided by the Competent Authority that during maternity, sick, and casual leave no allowance will be dedicated to the Nursing Cadre.
This letter indicates this letter is only for the Nursing Cadre of Punjab. The employees of this cadre if get maternity or Medical Leave, the Accounts Office will not deduct their any kind of Allowance. This is not applicable to other categories of employees. However, their department may have its own policy letter.
Payment of Allowances during Leaves
The government of the Punjab, Finance Department has issued a Notification on 03-09-2021 in connection with Payment of Allowances during Leaves. The letter related to the following allowances:
- Health Professional Allowance
- Special Healthcare Allowance
- Non-Practicing and Health Sector Reforms Allowance
The case has been examined. It is advised that the doctors working in DHQ Hospital Khanewal are not entitled to grant of Health Professional Allowance, Special Healthcare Allowance, Non-Practicing, and Health Sector Reforms Allowance during any kind of leave.
Health-Related Allowances
Government of the Punjab, Primary & Secondary Healthcare Department has issued a letter on 16-10-2021 on the subject matter.
Please refer to your letter No. 17-3(Audit)/2019-20/DHQ. Dated 29.10.2019 on the subject noted above.;
- The case was forwarded to Finance Department vide letter No.SR-I/6-8/2018 20130-20132, dated 20.09.2020 in which he has advised that the doctors working in DHQ Hospital Khanewal are not entitled to grant of Health Professional Allowance, Special Healthcare Allowance, Non-Practicing Allowance, and Health Sector Reforms Allowance during any kind of leave (copy enclosed).
Clarification Regarding Admissibility of Allowances in Health Department
Govt of the Punjab, Finance Department issued a clarification on 01-03-2021 regarding Clarification Regarding Admissibility of Allowances in Health Department. The details are as under:
