Is Family Eligible for Assistance Package Prior to financial assistance policy 2004?

I have received many questions about whether Family Eligible for Assistance Package Prior to financial assistance policy 2004? The Finance Department Punjab has issued a notification in this regard on 01-06-2006. As per the policy letter, the employees who expired before 10th Nov 2004 are not covered under the assistance package.                

 

Eligibility of Assistance Package Prior to financial assistance policy 2004

I am directed to refer to the Policy instructions issued vide this Department’s  Notification of even number dated 10th November 2004 and to say that due to some ambiguity in para-3 of the said notification Some clarifications have been sought from different quarters with respect to date of effectiveness of the Policy. It is accordingly clarified that:-

 

  • The policy was notified on 10-11-2004 and takes effect prospectively from that date onwards.
  • Deceased Civil servants, who expired before the issue of this notification are not covered by this policy. The financial assistance sanctioned in this favor was in the nature of ex-gratia grants-in-aid approved by the competent authority on case to case basis, without prejudice. There was no concept of extension of the policy to back-dated cases.

 

  1. In order to remove any ambiguity in para-3 of the said notification the sentence that “All the cases initiated by or under process in the administrative Department may be disposed of accordingly” may please be deemed deleted.
  2. Further, necessary action may kindly be taken accordingly.

Is Family Eligible for Assistance Package Prior to financial assistance policy 2004

 

 

As per the above Notification only the employees who died while in service on or after 10-11-2004 come under this policy. The families of the employees who expired prior to this date will not get any financial assistance.
