Many employees asked me that is Annual increment Admissible during EOL (Leave without Pay)? The answer to this question is yes and no too. The reply of the Finance Department is as under:
Is Annual increment Admissible during EOL (Leave without Pay)?
Yes, subject to the conditions that EOL (leave without pay) was taken on account of illness, higher studies, or any other cause beyond the government servant’s control.
According to the above reply of the Finance Department Punjab, there are conditions that are to be fulfilled to get an annual increment during the EOL. The main reasons are as under:
- EOL Leave due to Illness (Medical Leave)
- Higher Study Leave without pay
- Any Other reason that is not under the control of the civil servant
In this regard, the Government of the Punjab, Finance Department has issued a Notification on 26-03-1990.
According to the Notification, in the exercise of the powers conferred on him under Section 23 of the Punjab Civil Servants act 1974, the Governor of Punjab pleases to direct that in the civil service rule (Punjab) Vol. I Part-I the following amendment made, namely:-

For the provision to Rule 4.9 (a) of CSTI (Punjab) Vol part I the following substituted;-
“Provided that the competent authority, i.e. Finance Department, in consultation with the administrative department, may in the case in which it is satisfied that extra-ordinary leave now taken (a) on account of illness, or (11) for high studies if it is certified by the Administrative Department that the course of study will be useful for the department, or (iii) for any other cause beyond the government servants control, direct that EOL shall be counted for increment under sub-clause (ii) and (iii) of this clause”.
