Government of Khyber Pakhtunkhawa, Finance Department has issued Notification Basic Pay Scales 2022 KPK and Allowances enhancement and merging of allowances into basic pay. The KP government also issued the Notification of Adhoc Relief Allowance 2022 @ 16% of basic pay.
Notification Basic Pay Scales 2022 KPK and Allowances
As per the Notification, the Khyber Pakhtunkhawa Government granted the following to its employees:
- Introduction of Revised Pay Scales 2022 by merging five ad-hoc relief allowances
- Grant of Adhoc relief allowance (ARA-2022) @ 15% of current basic pay of 2017 pay scales
Before this KP Government announced a salary increase in Budget 2022-23 KPK in Budget speech and now its Notification the Finance Department KPK issued. KP Government announced 16% ARA while other provincial Governments and Federal governments granted 15% ARA. But in the Notification, the employees of KPK will get the same rate of allowance of 15% as Federal and other provinces.
The Khyber Pakhtunkhwa Government employees were also waiting for the revision of Basic Pay Scales for many years. Their Basic Pay Scales were revised in 2017. They were expecting to revise the same during previous years but could not. Many employees retired awaiting the revision of pay scales. Such employees had to face a lot of financial loss in the shape of gratuity/commutation and leave encashment etc.

Fixation of Salary of the Employees in 2022 Scales
As per the Basic Pay Scale Chart 2022, the basic pay of the employee will be fixed point to point. Point to point here means, we shall look at the present basic pay in 2017 pay scales and just down it there will be the 2022 pay scales in the same column. This new pay is a combination of 2017 pay scales basic pay plus 5 Adhoc relief allowances as under:

Annual Increment and Personal Pay
According to the Notification, the employees of Khyber Pakhtunkhwa will also get the annual increment as of 1st December every year. The employees who are availing of Personal Pay (PP) will also get the pay in revised personal pay.

AOA: There is some vagueness/ambiguity about pay fixation in case of option on promotion after 01st June and before 30 th Nov. As per past practice and rules, fixation of pay was used to be delayed till 1st Dec. But according to definition, fixation of pay should be made immediately after promotion but refixation of pay should be made on 1st Dec for annual increment in previous grade/post. So, Please provide illustration of the subject case for clarity of cases of past and present.Please reply at the earliest.
Here clarification is required urgently, because an issue of arrear and recovery of pay involved in the subject problem. Rules of the subject matter exist on record but its practical implementation in practice , may be incorrect according to some govt concerned officials . i.e to delay the pay fixation of the promotee for annual increment in previous/pre-promotion scale if option is exercised which has been done in the govt accounts departments in the past. Your expert opinion is required for interpretation of the attached rules copy and past practice of pay fixation on promotion.
How it is possible if fixation and refixation done for such cases? What is the use of such fixations?
