I am sharing here the Clarification Adhoc and Special Allowance 2022 for the Government employees especially the Punjab Province who got Adhoc Allowance 2022 as well as Special Allowance 2022. To remove the ambiguity, I have explained the whole situation in detail:

Clarification Adhoc and Special Allowance 2022

                There is confusion among the employees about the admissibility of Adhoc Allowance and Special Allowance. I have received many comments on FB and Gmail about its clarification. The reason for this misunderstanding is that many people shared on social media the wrong information about the admissibility of these allowances.

Actual Fact of ARA-2022 and SA-2022

Finance Department Punjab recently issued Notification of Special Allowance 2022 @ 15% on running Basic Pay of 2017 pay scales. In the same way in the Notification of Revised Pay Scales 2022 Punjab, Finance Division granted Adhoc Relief 2022 on running basic pay of 2017 pay scales. Here we can take the main points of basic pay as under:

1. Initial Basic Pay of 2017 Pay Scales
2. Current or Running Basic Pay of 2017 Pay Scales
3. Current or Running Basic Pay of 2022 Pay Scales

The employee would get these allowances on the basis of the above three basic pay. But the Finance Department mentioned in the Notification the 2^nd Option.  The explanation of 2^nd Option is as under:

Current or Running Basic Pay of 2017 Pay Scales

The current or running basic pay of 2017 pay scales means here the Basic Pay that the employee was just drawing on 30-06-2022. This basic pay may be initial for the freshly appointed employee and in case of the employee has served more than one year, it is initial pay plus annual increments, etc.  These allowances are no more on the Initial basic pay.  In the same way, the employees will also not get these allowances on the basis of current or running basic pay of Revised Pay Scales 2022. They will get these allowances on the basis of just basic pay before the revision of the Basic Pay scales 2022.

Example

Suppose an employee of BPS-11 is getting 16970/- as basic pay on 30-06-2022. He will get Special Allowance 2022 16970 x 15/100 = 2545/- per month.  Although his/her initial basic pay is 12570/- and revised basic pay in 2022 pay scales is 25200/-.
