Government of the Punjab, Higher Education Department issued a note for the Chief Secretary in connection with Pay Protection of Four Batches of Lecturers of Punjab. The details are as under:
Pay Protection of Four Batches of Lecturers Punjab
It is stated that a number of lecturers were appointed by Higher Education Department, Government of Punjab on a contract basis from 2002 to 2012 on the recommendations of the Punjab Public Service Commission in four batches (2002, 2005, 2009, and 2012). They were recruited initially on a contract basis and later on their services were regularized by the department from time to time (annex-A).

Pay Protection and Including Annual Increments
Upon regularization of contractee lectures of 2002 and 2005 batches, the pay of the officers was protected and their annual increments were included in their basic pay earned by them during the contractual period. The relevant para of the notification issued by the higher education department vide dated 13-08-2009 & 02-09-2010, is reproduced as under:
“ the officer shall enjoy the protection of pay that he/she is drawing in BS-17 except for social security benefit of 30% admissible under the contract appointment policy 2004.” (Annexure-B)
Protection of Pay from Initial Date of Appointment
Meanwhile, on the analogy of the Higher Education De[aretment, employees of the School Education Department filed W.P. No. 26930/2010, in the Hon’able Lahore High Court, Lahore, for protection of their pay from the initial date of appointment. The said Writ Petition was disposed of by the Hon’ble Court with directions to Chief Secretary Punjab to constitute a committee that will resolve the petitioner’s grievance.
