Government of Pakistan, Finance Division (HR-III Section) issued a circular on 22-08-2022 in connection with Policy for Grant of Time Scale BPS-01 to BPS-16 Federal Employees. The details are as under:
Policy for Grant of Time Scale BPS-01 to BPS-16
As per Regulation Wing of Finance Division, instructions issued vide their OM No. 9(7)R-I/2014-233/2022 dated 28th May 2022, the Prime Minister of Pakistan has been pleased to accord approval to the grant of higher time scale to BPS-01 to BPS-16 all civil servants of the Federal Government thrice during their service as per the following pattern:

a | First Time Scale | On completion of 10 years of service in the current substantive pay scale |
b | Second Time Scale | On completion of 08 years service after the grant of 1st Time Scale or last promotion |
c | Third Time Scale | On completion of 08 years service after the grant of 2nd Time Scale or last promotion |
Further Conditions
Apart from other conditions, Time Scale from BPS-01 to BPS-04 will be admissible subject to the following conditions:
d | Time Scale will not be granted from a back date i.e it will not be effective before the date of the Time Scale Committee’s meeting |
e | Time Scale promotion will be admissible thrice in the whole service. On each eve of promotion, one chance of the Time Scale will be considered lapsed. |
f | A civil servant who is already availing the benefit of Time Scale Policy or move-up /placement of higher grades like in case of civil servants in BPS-01 to BPS-04, Drivers / Dispatch Riders, Superintendent and health personnel, he/she has to give irrevocable option whether he/she want to continue with old time scale/move-up/placement or new time scale policy. |
g | Each Ministry /Division/Department may ensure to seek an irrevocable option with one month of issuance of this policy. |

Keeping in view all employees of BPS-01 to BPS-04 Finance Division (Main) i.e SCD/DR/DMO/Daftary/Qasid/Naib Qasid/Regular Frash/Frash and Sweepers) are therefore requested in their own interest to irrevocable option whether they want to continue with old time scale / move-up or new time scale policy on or before 26th Aug 2022 positively.
