I am sharing here the details about the employees who will not get the benefit of a Salary Increase Dec 2022 due to Annual Increment. Nearly all employees will get the annual increment 2022. However, there are some employees who will not get the benefits of the Annual Increment 2022. These are as under:
Employees Who Will not Get the Benefit of Salary Increase Dec 2022 (Annual Increment 2022)
The following employees will not get the annual increment 2022 applicable with effect from 1st December 2022:
- Employees Appointed on or after 01-06-2022 (After Noon)
- The Employees who will retire on or before 30-11-2022
- The Government Employee who was promoted/upgraded after 01-06-2022 and/does not use the option to fix pay after availing annual increment 2022
- The employees who have got senior scales after 1st June 2022 i.e Drivers etc
- Government employees for whom the department imposed a penalty of stoppage of one annual increment due to disciplinary cases
- The employees who regularized after 1st June 2022 and the Department did not protect their pay
- The employees who got EOL without pay for more than 6 months this year.
Now let’s explain each reason in detail
Appointment of Employee on or After 1st June 2022 (AN)
If the employee gets an appointment and joins on 1st June (afternoon), is not eligible for the annual increment 2022. The reason is that they have not completed 6 months of service on 1st December 2022 in this year.
Employees who retired before 1st December 2022
The employees who retired on 30th November 2022 or before will not get the annual increment 2022. However, they will get the Usual Increment if they retire on or after 1st June 2022. This usual increment will be part of his/her basic pay for the purpose of pension and gratuity only. I have already explained in detail the difference between the annual increment and the usual increment for the employees.
Up-gradation/Time Scale or Promotion of Employees after 1st June 2022
The employees who got promotions this year and joined after 1st June 2022 to their higher posts, will not get the annual increment 2022. However, they can use the option to fix their pay in their new pay scales after availing annual increment 2022 in their previous pay scales.
Grant of Senior Pay Scales
The employees who got senior pay scales after 1st June 2022 will not get the annual increment 2022. An example of these employees is the grant of senior pay scales to drivers/dispatch riders.
Stoppage of One Annual Increment due to Disciplinary Cases
The department may sometimes stop the annual increment of the employees due to disciplinary cases. The employees who faced this situation this year will also not get the annual increment in 2022.
Regularization of Employees after 1st June 2022
Government employees, whom the department regularized after 1st June 2022, will not get the annual increment 2022 unless they have pay protection from their date of joining or before 1st June 2022. Examples of such employees are the Educators in Punjab. The regularization of educators whom the Government regularized after 1st June in the past never got such annual increments.
Employees Who Got EOL without Pay More Than Six Months in 2022
The Government employees who got Extra Ordinary Leave (EOL) without pay for more than six months in 2022 are also not eligible for the annual increment 2022. These employees have not completed their service for more than six months this year. The period of EOL without pay is not counted as service. If the employee got EOL without pay in his/her service it is also not counted for the purpose of pension or gratuity.

The Employees who will retire on or before 30-11-2022 ?
It is simply the employee who retired before the date of the Annual Increment, will not get the annual increment, however, he/she will get the Ususal Increment.
