Government of Pakistan, Cabinet Secretariat, Cabinet Division issued an Office Memorandum on 05-01-2023 in connection with the Recommendation of the Special Committee Regarding the Regularization of Contract / Daily Wages Employees. The details are as under:
Recommendation of Special Committee Regarding Regularization of Contract / Daily Wages/Sacked/SMRs Employees
The undersigned direct to refer to National Assembly Secretariat Letter No. 15 (1)/2022-Com-I/Spl.Com dated 25-12-2022 on the above subject and to state that Special Committee on affected employees inter alia recommended as under:
Regularization of Employees
It is the direction to all Federal Secretaries that services of all sacked / contract/daily wages/contingent/SMRs employees working in different Ministries/Divisions they should regularize. The departments conduct Scrutiny on their own responsibility and they submit the report within 15 days. For the sacked employees seniority and pay fixation of employees shall be applied as per merit. This office also clarifies that this direction is applicable to the employees who were in service on or before 30th September 2022.
Ban on Transfer / Posting / Adjustment
It was also directed by the Committee that till then no transfer/posting of low-grade employees shall be made and till adjustment of reinstated employees no new appointment shall be made by any department.
Being a service matter, the Establishment Division is requested to kindly guide this Division on the above recommendations of the Committee. It is pertinent to reiterate that the Special Committee desired a report on the matter within 15 days.
