Many employees are asking When Notification of Upgradation Federal Employees will be issued?  It is not yet finally confirmed. However, there were chances that the same Finance Division would issue on 13-01-2022. But due to some reasons, the Notification was delayed.

Expected date of Issuance of Notification of Grant of Higher Scale and Upgradation Federal Employees BPS-01 to BPS-16

                As per the leader of employees Mr Rehman Ali Bajwa, there may occur some amendments in the approved summary of Upgradation and Time Scale Federal Government employees BPS-01 to BPS-16.  The reason for the amendment in the summary is that that are many drawbacks to the summary. Some of the main points to re-consider in the summary are as under:

• Employees Getting Disparity Reduction Allowance
• Employees Paid out of Defence Estimates
• Upgradation of UDC from BPS-11 to 13

There are some other points that the Government should reconsider but the above are the main ones.

Employees Getting Disparity Reduction Allowance

In the summary that the Prime Minister of Pakistan approved there was a condition that the employees who are not getting Disparity Reduction Allowance 2021 or 2022, will not get the benefits of a one-time dispensation of time scale. All such employees request that Government that Prime Minister should also allow such employees the same benefit as other DAR-holder employees will get.

                It is to mention here that the Federal Government of Pakistan granted Disparity Reduction Allowance 2021 @ 25% of running basic pay with effect from 1^st March 2021. In the same way after a period of one year, Federal Government also granted another DRA 2022 that was @ 15% of running Basic Pay of 2027 pay scales. This DRA-2022 was effective from 1^st March 2022.

Employees Paid out of Defence Estimates

Employees who are paid out of Defence Estimates are deprived of the benefits of this new time scale and other benefits. There are many civil employees that are paid out of Defence estimates. These employees also request the Prime Minister of Pakistan to grant the same benefits as other employees included in the summary.

Upgradation of UDC from BPS-11 to 13

The Upper Division Clerks of the Federal Government have got BPS-13 as per the approved summary. However, the post of UDC in other provinces like Sindh, KPK, Balochistan and Punjab is in BPS-14. These UDCs also request the PM to consider them as par with the provincial UDCs.

The Expectation of Notification Issuance

There may be some other re-considering points in the summary. There are chances that the re-view may occur and after that, the Finance Division will issue the Notification of the Up-gradation of Clerical Staff and grant higher scale pay to BPS-01 to BPS-16 employees.  We can expect that the Finance Division may issue the Notification during the next coming week if there occurs a review or even not in the summary.

Increase in Salary due to Higher Scale /Upgradation

The employees who will get the benefits of this higher pay scale will get a salary increase on upgradation and a time scale range from a few rupees to a maximum of one increment of the higher pay scale. However, the LDC will get an increase in their Conveyance Allowance as well as House Rent Allowance/Hiring too. UDC will get only an increase in HRA and CA.

Other Requests of the Employees

The government employees of Pakistan request the Prime Minister of Pakistan to equalize the basic posts of all employees in Pakistan. There are many posts that have different pay scales but have the same nomenclature and nature of the job. The employees demand uniformity of allowances. They also request the PM to enhance the Conveyance Allowance, Medical Allowance as well as House Rent Allowance.
