Government of Pakistan, Finance Division issued an Office memorandum on 14-02-2023 in connection with Notification Upgradation and Time Scale BPS-01 to BPS-16 Federal Employees. The Federal Employees will get the benefits of Time Scale and Upgradation of UDC and LDC with effect from 1^st January 2023. The details are as under:

Notification of Upgradation and Time Scale BPS-01 to BPS-16 Federal Employees

According to the Notification, the Federal Employees of BS-01 to BS-16 will get the following benefits of pay and allowances:

• Upgradation of UDC and LDC (LDC from BPS-09 to BPS-11 & UDC (BPS-11 to BPS-13)
• Grant of 1x Additional Increment to BPS-16 Federal Employees
• Grant of two scales up for BPS-01 to BPS-05
• 1x higher scale to BPS-06 to BPS-15 Employees (Except UDCs and LDCs)

All the benefits (Excluding up-gradation of LDC/UDC) are as a one-time dispensation. It means the newly appointed employees after 1^st January 2023 will not get the benefits of 1x additional increment and 1x and 2x higher scale pay benefits.

• Federal Employees of BS-01 to BS-05 who have availed of one-time scale up-gradation will only get one higher scale instead of two.
• Employees of BPS-06 to BPS-15 who have already enjoyed the benefits of one higher scale due to the time scale policy 2022, will not get benefits of 1x higher scale benefits. They will get instead one additional increment.
• The employees of Pay Scale No. 16 will get only 1 extra increment.

The Lower Division Clerk post is of BPS-11 with effect from 1^st January 2023 and in the same way, the post of Upper Division Clerk is of BPS-13. They will get all the benefits of their higher pay scales including pay and allowances

Features of Upgradation and Time Scale BPS-01 to BPS-16 Federal

Some salient features of the time scale and upgradation Notification of Federal employees 2023 are as under:

• BPS-01 to BPS-05 Federal Employees will get 2 higher pat scales as a one-time dispensation. The substantive pay scale for such employees will remain unchanged. If they have availed time scale policy 2022 then they will get only one pay higher.
• The Federal Employees of BPS-06 to BPS-15 will get one pay higher as a one-time dispensation but their sustentative pay scale will remain unchanged. If these employees have already availed of Time Scale Policy 2022, then they will just have to get one additional increment in their existing pay scales.
• The Federal Employees of BPS-16 will get only one additional increment.
• Federal Clerical Staff LDC and UDC will get up-gradation. The Finance Department Upgraded the post of LDC from BPS-09 to BPS-11 while UDC from BPS-11 to BPS-13. They will get full benefits from their new upgraded pay scales.

Conditions for Special Dispensations

The main terms and conditions for the time scale/higher pay scale and upgradation are as under:

• The Employees of BPS-01 to BPS-16 Federal Will get this time scale dispensation and employees availing Disparity Reduction Allowance (Employees paid out of Defence estimates will not get this dispensation)
• Federal Employees who are getting their current pay in BPS-17 are not eligible for this dispensation
• The employees will not get premature increments. However, LDC and UDC will get one premature increment on their up gradation.
• If any employee has availed of the time scale policy 2022, he has gained one chance of time scale.
• The employees availing of dispensation will not get the allowances and other benefits of higher pay scales. They will get all allowances and benefits of their actual/regular pay scale.
• The PM Secretariat (Public and Internal), and President Secretariat (Personal and Public) will also get this benefit.
• All the above benefits are applicable with effect from 1^st January 2023.

History / Story of the Upgradation/Time Scale

Before this Prime Minister’s Office issued the Revised Approved Summary Upgradation Federal Employees for BPS-01 to BPS-16. Even before this revised summary, the Prime Minister of Pakistan approved the upgradation and time scale of the FG Employees. But after a few days, employees of the PM Secretariat, President Secretariat, etc, and the PM Office added to it. When the summary went back to the Finance Division, the FD requested to further add in this summary more department employees. Eventually, the Prime Minister’s Office issued the Final Summary. After issuing the summary, the Finance Division issued the Notification of Higher Scale to Federal Employees and Upgradation.
