Government of Pakistan, Ministry of Parliamentary Affairs issued a Notification on 09-03-2023 in connection with LDC BPS-11 and UDC BPS-13 Upgradation. According to the Notification, the Ministry upgraded 12x Upper Division Clerks from BPS-09 to BPS-11. On the other hand, the Ministry upgraded 14x Lower Division Clerks from BPS-11 to BPS-13.
Ministry of Parliamentary Affairs LDC BPS-11 and UDC BPS-13 Upgradation Notification
In pursuance of the Establishment division’s notification dated 27th February 2023, the posts of UDC and LDC have been upgraded. Accordingly, the following officials Working as UCD (BPS-11) and LCD (BPS-09) are upgraded BPS-13 & BPS-11 respectively with effect from 01-01-2023. Establishment Division has already issued the Notification of amendment in Recruitment rules 2023 for LDC and UDC of the Federal Government setup.

After their up-gradation, the LDCs will get more financial benefits as compared to the LDC. You can see the chart of salary increase LDC/UDC on upgradation. The LDC will get enhanced House Rent Allowance / Hiring of residential accommodation. Conveyance Allowance for UDCs will remain the same as the CA is the same for BPS-11 to BPS-15. The LDC will have CA in an increased form to Rs. 2856/- per month. The UDC will get their HRA in increased form but they will have no increase in Hiring of residential accommodation. The LDC will have to deduct a few more amounts of GP Fund Subscription while the UDC will have to deduct the same nearly double.
