Office of the Military Accountant General (MAG) issued a clarification Notification on 29-01-2002 in connection with Pay Fixation on Appointment and Promotion When Pay Difference Equal or Less than a Full Increment. The employee on up-gradation, re-appointment, and promotion will get a premature increment when the difference between the pay of the new pay scale and the previous pay scale is equal to or less than a full increment of the higher pay scale. The details are as under:

It has now been intimated by the office of the Auditor General of Pakistan Islamabad that the issue of premature increment on re-appointment from one post to another has been re-examined in the Regs: Wing and the opinion arrived at is given below:-
The admissibility of premature increment is regulated by Fin: Div’s O.M. No. F-1(2) NG-Imp/71, dt.16/2/1977, which clarifies the concept of pay fixation and premature increment in the scheme of National Pay and Allces vide clause (1) of Part-I of Fin: Div’s O.M No.1(2)-NG-Imp/71, dated 8/3/172, as reproduced below:-
Premature Increment in Case of Difference of Pay Equal or Less
In cases of promotion from a lower to a higher post, where the stage in the National Scale of the higher post, next above the substantive pay in the National scale of the lower post, gives a pay increase equal to or less than, a full increment, the initial pay in the National Pay Scale pertaining to the higher post will be fixed after allowing a premature increment in the National Pay Scale of the higher post. The existing Rules/Orders regarding the grant of minimum pay increases on promotion shall be treated as withdrawn.
According o the clarification issued vide Fin: Div’s O.M. dt.16/2/1977, the word “Promotion” occurring in the first line of the said clause has been used in the context of the recruitment rules Accordingly, it mends an appointment from one post to another involving assumption of duties or responsibilities of greater importance for the purpose of FR-22 and 30.
Clarification Appointment and Promotion Combination
Similarly, the words “Promotion/appointment” used in Fin: Div’s U.O No.893-R-3/81 dt.24/10/1981 may also be interpreted in the context of the recruitment rules. Therefore, Finance Division did not err in using the word “appointment” in combination with the word “Promotion” in the aforesaid U.O. letter.
In the light of the foregoing position, the benefit of premature increment is admissible to all those Govt. servants whose promotion/appointment involves the assumption of duties and responsibilities of greater importance, than those attached to their previous posts.
Moreover, the provisions of pay fixation contained in FR & SR and Govt. I instructions/decisions are applicable to Govt. Servants cannot automatically be extended to autonomous bodies.
In view of the above, the office of the Auditor General of Pakistan has withdrawn their earlier ruling circulated vide this office letter even No.dt.21/5/2001.

2020 ki annual increment nahin lagay ki kuinkeh aap ki service 1st Dec 2020 ki six months poori nahin hui thi. Aap ki salary 19960/- fix honi chahiay premature increment kay saath agar through proper channel apply kia tha.

AOA. Sir I had been appointed from jr. Asstt. BPS 07 to BPS 11 on 09.09.2003 and got my pay fixed on my option on presumptive basis after granting the annual increment fallen due in that calendar year. I am working in Pakistan Atomic Energy Commission. In 2008 it has been notified that such method of pay fixation is not according to the rules. Now after passing more than 20 years. Our recoveries are being made. Although the clarification of finance division is available but they did not accept. Now guide me what I have to do?
Finance Division is the best tool if they still not accept then you can appeal in Federal Service tribunal.
sir,a post upgraded from bps 16 to bps 17, In bps 16 the pay of employee was 10000 and in bps 17 first stage is 16000. increment of bps 17 is 1200. is he entitled for pre mature increment.please refer rules
No the employee is not eligible for premature increment.

Agar option and without option kay saath same pay banti ho to option use karnay ka koi faida nahin hota.
But sir my un educated finance clerks and officer are not agreed to process my case without any reason sir can i request to MAG to pl clarify my case and they can clarify my issues directly or not
